Network Occupancy Coordinator
Working in Programme & Network Occupancy Team
£22,000 - £26,000
Fixed Term contract until 31st May 2020
Area/Location: Area4 Kings Hill - travel through the Area 4 network as required

Job Summary:

A member of the Programme and Network Occupancy Team who will be aware of all activity demands, both from within the business and by third parties, which need an occupation of the network for whatever duration.
To coordinate activities and assist with optimising the use of the network to achieve minimum inconvenience for road users.

Main responsibilities:

  • Responsible for the management and co-ordination of 3rd party occupations affecting the Area 4 network (including NRSWA notices, diversions, Abloads, event signage)
  • Attend planning and other meetings as appropriate
  • Direct interface with stakeholders relating to roadspace / Temporary Traffic Regulation Orders
  • To utilise Highways England's Network Occupancy Management System (NOMS)
  • Establish and maintain good relationships with Local Highway Authorities, Emergency Services, Internal and External stakeholders and Highways England
  • Update all Highways England systems as required
  • Production and distribute roadspace reports to relevant stakeholders
  • Assist with the management of the Traffic Management Database
  • Carry out inspections (Safety & Quality) as directed by manager
  • Assist with roadspace applications
  • Produce all relevant reports and update all trackers and registers as required
  • Report to the Programme and Network Occupancy Manager and advise of issues appropriate for these responsibilities
  • Be an active team player and maintain good communication within the Area 4 team
  • Undertake ancillary duties associated with network management
  • Comply with the Highways England Contract requirements and the identification of improvements and efficiencies within the existing Annex 24 processes
  • In addition to the above responsibilities the job holder is required to perform any other reasonable duties that are within the jobholder's skills and experience capabilities as deemed necessary by the needs of the business

Person Specification


  • GCSEs or equivalent
  • 2 years in a NRSWA / roadspace related activity
  • Full Drivers License
  • Great IT skills
  • Roadspace and works programmes
  • Capable of working under pressure
  • Good communication skills
  • Self-Motivated


  • Streetworks accreditation
  • Use of EToN and / or Streetworks register
  • Understanding of highway construction, materials and their application
  • Highway Legislation
  • Statutory & non-statuary codes of practice
  • Traffic Signs and Guarding guidance legislation
  • Experience in ASC/MAC Contracts
