Permitting Officer needed for a leading highways service provider based in the Hounslow area who are looking to employ an experienced and knowledgeable Permitting Officer to ensure that all permit requests are made in compliance with NRSWA, TMA 2004 and the London permit scheme (LoPs) and where permit applications are rejected or where conditions are requested to address these in an appropriate manner to ensure effective, efficient co-ordination and monitoring of third party works and the council promoted works.

What the role entails:

As a Permitting Officer you will be responsible for:

  • Analyse and deal with permit applications accurately and efficiently within the agreed timescales and in line with national conditions.
  • Highlight conflicts, grant or refuse permit applications.
  • Assist in the coordination of permits working as part of a team to resolve any conflicts, refusals or directions or variation requests which must be acted on immediately by updating the permit as required. Liaise with the utility company to a satisfactory conclusion.
  • Work as a team with Street Works Officers/Network Stewards to assist in the processing of traffic management applications and licenses.
  • Maintain precise and accurate and up to date records in line with permit procedures, NRSWA and TMA legislation
  • Assist in managing the fees, fines, charges and FPNs and ensure they are managed in line with the Permit Scheme Procedures and paid accordingly
  • Assist in dealing with all aspects of section 74 and FPN investigations including ascertaining responsibility, charge liability and correspondence with the utility company.
  • Maintain the database of licensed activities on the public highway, raising monthly invoices and providing a monthly monitoring analysis and annual income profile in order to achieve income targets.
  • To assist the Street Works Manager in queries and enquiries relating to works on the highway from Ward Members, other Council officers/departments and members of the public.
  • Produce, maintain and analyse records of all Street Works activities and provide comprehensive reports, documents and statistical information, to enable the Street Works Manager to assess the performance of Statutory Undertaker's works on the highway.
  • To invoice Utilities for permit fees, sample inspections, defects and S74 charges, provide a monthly monitoring analysis and annual income profile to achieve income targets.
  • To maintain a sound knowledge of NRSWA, TMA 2004 and relevant highways legislation, advising and corresponding with statutory bodies, external contractors, councillors and senior professional officers throughout the Council of technical and professional matters which are the responsibility of the team.
  • To keep abreast of all legislation and technical developments relating to the technical and operational aspects of the Street works service.
  • To attend London Boroughs street works meetings

What experience you need to be a successful Permitting Officer:

  • Detailed knowledge of NRSWA 1991/TMA 2004 and current associated legislation, including the type, format and content of electronic notices and permits.
  • Preferably, a technical qualification together with a minimum 1 year experience.
  • Possession of necessary certifications to work
  • Evidence in planning and co-ordinating various functions of work on time and accuracy including acting on own initiative
  • Able to demonstrate competence in producing and presenting clear, concise, accurate and effective management information reports and statistical analysis by communicating both orally and in writing.
  • Competent in computing skills including demonstrable working knowledge of components of Microsoft Office and use new technology and software in improving service delivery and personal performance.
  • Able to invoice utilities and undertake financial monitoring to maximise income.
  • Able to accurately assess the expected duration of street works and the legitimacy of any extension requests.
